General Information
Volcano Cymbidium Acres Road Maintenance Corporation (VCARMC) is a not-for-profit corporation formed in 1996 for the purpose of maintaining the roadways and street signage in the Cymbidium Acres subdivision in Volcano, Hawai’i. The approximately three miles of roads in the subdivision are private, and not maintained by the County. They provide access to about 155 private lots, varying in size from ½ acre to 5 acres.
Membership in the Association is automatic for the owner of each lot, and is required by law. Members are required to pay an annual assessment for road maintenance, which includes pothole repairs, paving repairs/replacements, mowing unpaved shoulders alongside the roads, weed and invasive vegetation spraying within the rights-of-way, administrative costs, etc. The assessment is obligatory for each lot, with the cost dependent upon lot size and frontage. An owner of multiple lots pays a separate assessment for each lot owned. Assessments are payable to Volcano Cymbidium Acres Road Maintenance Corporation.
An Annual Meeting of the Association members is held in October of each year to elect persons to serve on the Board of Directors, and to conduct association business. The time and place are announced in the Annual Newsletter and on the website home page. Attendance is encouraged. Voting is held on issues affecting all members.
Roadway maintenance (repairs and paving) each year are limited to available funds. Not all needs can be addressed in any given year. This is true, especially with repair and paving costs increasing exponentially over the past few years.
The Board of Directors has begun a visual survey and report of all roadways annually, and thereby establishes priorities based on road conditions. The Board establishes the annual assessment to cover the costs of planned repairs indicated in the Road Maintenance Plan and the Proposed Budget. If the Road Maintenance Plan and Proposed Budget are not approved by the membership, then a revised Maintenance Plan and Budget must be prepared which may not exceed the previous year’s budget by ten percent (10%).
